C&IT has a list of Recommended Browsers for use on campus and we support their recommendations for use inside the university environment. But when publishing Web pages these pages are meant for an audience outside the university. We recommend publishing Web pages to work using the Graded Browser Scale determined by Yahoo.
The reason behind A-Grade support is it ensures a usable and verified experience for approximately 99% of our audience. It does not mean that it is acceptable to exclude all other browsers, it just means that in A-Grade browsers the user will have the optimal experience, in all other browser classes the user must be able to function although it is not guaranteed their interface will be optimal.

The idea behind progressive enhancement is using Web technologies in a layered fashion that allows everyone to access the basic content and functionality of a Web page, using any browser or Internet connection, while also providing those with better bandwidth or more advanced browser software an enhanced version of the page.
